ADELAIDE, Feb 3 AAP - Police in South Australia, Western Australia and the Northern
Territory will be able to chase offenders across state borders under new laws.

South Australian Attorney-General Michael Atkinson said on Tuesday the Cross Border
Justice Bill to go to state parliament this week would close the legal loophole that allowed
offenders to evade the long arm of the law by crossing a state border.

The suit, which relies on internal sales materials, says that the company tried to market its equipment to the Chinese government by using inflammatory language rooted in the Cultural Revolution.

Cisco, the maker of Internet routing gear, customized its technology to help China track members of the Falun Gong spiritual movement, according to a U.S. lawsuit filed last week by members of the movement.

The lawsuit, which relies on internal sales materials, also said that Cisco had tried to market its equipment to the Chinese government by using inflammatory language that stemmed from the Maoist Cultural Revolution.

The suit was filed Thursday in U.S. District Court for the Northern District of California in San Jose by the Human Rights Law Foundation on behalf of Falun Gong members.

The lawsuit contends that Cisco helped design the controversial "Golden Shield" firewall that is used to censor the Internet and track opponents of the Chinese government. The lawsuit names several Cisco executives, including the chairman and chief executive, John T. Chambers. It seeks unspecified compensatory and punitive damages and to enjoin Cisco from unlawful activity.

When evidence of the company's activities in China became public in 2008 through a leaked PowerPoint presentation, Cisco disassociated itself from the marketing materials, stating that they were the work of a low-level employee. On Friday, the company said that there was "no basis" for the allegations and that it intended to defend itself "vigorously."

"Cisco does not operate networks in China or elsewhere, nor does Cisco customize our products in any way that would facilitate censorship or repression," the company said.

The suit claims that additional Cisco marketing presentations prove that it promoted its technology as being capable of taking aim at dissident groups.

In one marketing slide, the goals of the Golden Shield are described as to "douzheng evil Falun Gong cult and other hostile elements." Douzheng is a Chinese term used to describe the persecution of undesirable groups. The term was widely used by the Communist Party during the Cultural Revolution.

The 52-page lawsuit describes the Golden Shield as a system intended to censor Internet traffic flowing into China, and to identify and monitor opponents of the Chinese government. The suit states that Falun Gong members who used the Internet were tracked by the software and then apprehended.

Members of the group who were arrested were tortured, and one member was beaten to death, the lawsuit says. Another plaintiff who was arrested has since vanished, the suit claims, and is presumed to be dead.

The lawsuit challenges Cisco's assertion that it did not help design the firewall system or customize technology that it sold to meet government surveillance and censorship requirements.

Terri Marsh, a lawyer for the Human Rights Law Foundation in Washington, said the group had compiled detailed information about Cisco's role in the design of Chinese information centers that host Falun Gong database applications connected to network surveillance and tracking systems.

That information will be disclosed in court during the discovery phase of the trial, Ms. Marsh said.

The lawsuit states that other documents lay out design suggestions to the Chinese Ministry of Public Security on how to pursue dissidents effectively.

The lawsuit is based on the Alien Torts Statute, a U.S. law that permits foreign nationals to bring lawsuits in U.S. court claiming violations of international law. The plaintiffs also have brought charges under the Torture Victim Protection Act and under California state law.

The suit names three Falun Gong members: Ivy He of Canada; Liu Guifu of New York State; and Charles Lee, a U.S. citizen who was arrested when he went to China in 2003 and was held until 2006.

The suit also is brought on behalf of eight unidentified Chinese citizens, who include individuals who it says were tortured and killed or are missing.

A Sydney policewoman, who was hit in the head repeatedly with a brick but returned
to work after nearly two years of treatment an rehabilitation has received a medal for
heroism.

Sergeant SAMANTHA BARLOW was awarded a medal for heroism today at a Pride of Australia
ceremony at Government House in Sydney.

It came a week after she was given the Hellweg Bravery Award at the Australasian Council
of Women in Policing Conference in Hobart.

She was on her way to work in Kings Cross, in the early hours of May 13 in 2009, when
a heroin addict attacked her.

The mother of two sustained a shattered skull and spent 22 months undergoing extensive
rehabilitation.

Against the odds, she returned to work in March this year.

Improvements in collecting and mining customer data were a big reason digital sales accounted for 24 percent of The FT's revenue last year, a big jump up.

For newspapers, connecting with readers is the ultimate challenge. At newsstands, many customers choose a paper only after they see the headline on the cover. The lady in hair curlers and a bathrobe might choose "Toe job to no job," to cite a classic from the tabloid Sun in Britain, while the gent in pinstripes might be grabbed by something like "China to tighten screws on state companies," in the staid Financial Times. Or vice-versa.
On the Internet, cozying up to readers is easier, because many of them willingly leave digital trails of their actions and preferences. Getting them to generate revenue is the challenge. But The Financial Times, the London-based business newspaper, has had considerable success at both of late, in part because it requires regular readers of its Web site to pay.

"We've moved almost from the dark ages to an age of enlightenment in terms of understanding our readers," John Ridding, the chief executive of The FT, said last week as the paper's owner, the British conglomerate Pearson, reported its financial results for last year.

When a reader signs up for an online subscription, The FT can track every click. That makes it easier to tailor content and new services to their interests. When customers let their subscriptions lapse, The FT can pursue them via e-mail and other means in an effort to get them to reconsider.

In businesses where getting to know one's customers has long been essential, this might not seem revolutionary. But Mr. Ridding said improvements in collecting and mining customer data were a big reason digital sales accounted for 24 percent of The FT's revenue last year, a big jump from 19 percent a year earlier and a considerably higher percentage than many other publishers can claim.

The FT, one of the few papers to charge readers successfully on the Internet, said it had 207,000 subscribers to its Web site and other digital versions of its newspaper, up 50 percent from a year earlier. It has also sold more than 1,000 corporate subscriptions to its digital content, and revenue from this source rose 30 percent last year, Mr. Ridding said.

While The FT is making a big push to generate more revenue from readers, better information on its customers has also helped with advertising, which rose at double-digit rates last year after a weak 2009, he said. Advertisers, no longer content with a scattershot approach, want to know more and more about their audiences: where they live, where they travel, what they read, what they buy and more.

The importance of customer data to media companies is reflected in a plan by one of The FT's biggest rivals, News Corp., to expand its presence in Britain by taking over full control of British Sky Broadcasting, the country's largest pay television company. One of the main rationales for that deal, which the British government last week said it was inclined to approve, is the possibility of cross- selling News Corp. media products and services to Sky customers, using that company's extensive customer records, analysts say.

Customer data are also at the core of a growing dispute between publishers and Apple over the terms of its new service offering digital subscriptions to newspapers and magazines via the iPad tablet computer or the iPhone. Not only does Apple intend to keep 30 percent of revenue from such sales, the company also plans to keep customer data to itself.

Mr. Ridding, who sees mobile devices like phones and tablet computers as one of the next big areas of digital growth for The FT, said customer data were essential to achieving these ambitions. Indeed, mobile access to the paper, which sells a single, cross- platform digital package, was a big reason for the jump in digital subscriptions last year, he said.

Mr. Ridding said The FT was considering joining Google's new One Pass subscription system, which will take a commission of 10 percent and share customer data with publishers.

An iPad without The FT in its digital newsstand might be a losing proposition for both parties. Yet if Apple sticks to its position, Mr. Ridding said, "it would be a shame, not just for us, but for the broader ecosystem that has developed in recent years around these devices.

"It requires some thought before harm is done."

Hundreds of people are refusing to evacuate as floodwaters threaten the town of Coonamble
in north western New South Wales.

Coonamble Shire Mayor TIM HORAN says most residents in the low-lying eastern part of
town are choosing to stay put .. despite being urged to pack up and leave.

He says they should heed SES advice and move to higher ground .. if only for a few
hours until the Castlereagh River has peaked .. and it becomes clear if the levee will
hold.

Mr HORAN says the floodwaters only add to Coonamble's misery caused by heavy rain that's
destroyed 40 million dollars worth of crops after 10 years of drought.

SYDNEY, April 29 AAP - The tax on cigarettes will rise by 25 per cent from midnight,
as part of the federal government's crackdown on smoking.

The government will also force tobacco companies to use plain packaging from July 1, 2012.

A government statement says the changes will cut tobacco consumption by six per cent
and the number of smokers by two or three per cent - about 87,000 Australians.

The 25 per cent tax increase will mean an increase of about $2.16 for a pack of 30.

Raising tobacco excise will generate an extra $5 billion over four years, the government
says, and the money will be directly invested in hospitals.

Internet advertising of cigarettes will also be restricted, and an extra $27.8 million
will be spent on anti-smoking campaigns.

New legislation will prohibit logos, brand imagery, colours, and promotional text other
than brand and product names in standard colour, position, font style and size, the government
statement says.

"The new branding for cigarettes will be the most hardline regime in the world and
cigarette companies will hate it," Prime Minister Kevin Rudd told reporters in Sydney
on Thursday.

But he said he made no apology for that.

FED: 'Accurate and fast' internet filter gets govt green light

CANBERRA, Dec 15 AAP - The federal government is pushing ahead with its controversial
plan to filter the internet, saying illegal material can be blocked "with 100 per cent
accuracy and negligible impact on internet speed".

Labor will introduce legislation next yea requiring all service providers to ban "refused
classification" material hosted on overseas servers.

Communications Minister Stephen Conroy says RC material includes "child sex abuse content,
bestiality, sexual violence and the detailed instruction of crime and drug use".

"Most Australians acknowledge there is some internet content which is not acceptable
in any civilised society," Senator Conroy told reporters in Melbourne after giving the
mandatory filter the green light.

"It is important that all Australians, particularly young children, are protected from
this material."

The list of banned sites will be maintained by an independent body "at arms length
from the government".

Senator Conroy said the list would be "compiled through a public complaints mechanism",
but the government will add sites containing "known child abuse material" obtained from
"highly regarded international agencies".

Currently, the Australian Communications and Media Authority (ACMA) is responsible
for issuing take-down notices for black-listed content hosted in Australia.

The government released on Tuesday the results of a filtering trial, claiming it proved
blocking sites was technically feasible.

"The live trial has shown that filtering of a defined list of URLs (web addresses)
can be done with 100 per cent accuracy and negligible impact on network performance, despite
the many claims that have been touted," Senator Conroy said.

Critics have argued the filter will slow internet speeds.

They also believe it's an attempt at censorship, and won't stop those hell-bent on
accessing illegal content.

Greens communications spokesman Scott Ludlam says the policy is a dud.

"The test results themselves say the filters will be able to be circumvented," he told ABC Radio.

"So I don't know why the government is persisting with this policy."

Senator Ludlam also suggested the "internet censorship" legislation would have a "bumpy"

ride through the Senate.

Senator Conroy said Labor would introduce its draft laws by March, and the filter would
start 12 months after they were passed.

However, the opposition says it remains concerned the filter will be unworkable and ineffective.

"Appropriate adult supervision and guidance should be front and centre of all online
safety efforts," coalition communications spokesman Tony Smith said in a statement.

"(But) while our reservations about the effectiveness of the (filter) proposal are
strong, we will examine and assess the detail as we have consistently said we would."

Activist group GetUp argues the filter will hand control of the internet "to the moral minority".

"Innocent people, such as a dentist from Queensland, have already been caught in the
ACMA blacklist," acting director Oliver MacColl said.

"The introduction of Senator Conroy's great firewall of Australia may lead to many
more innocent small business people being caught out."

The Australian Christian Lobby and Family First's Steve Fielding welcomed Tuesday's
announcement, arguing a filter would help protect children.

Leading telcos also offered support - albeit qualified.

Telstra said filtering sites was "feasible and practical" so long as the blacklist
was "limited to a defined number of URLs".

Optus similarly stated it was "technically feasible to block a finite list of illegal
content without significant impact on the customer's experience or network performance".

Hundreds of prison guards on a day-long strike to protest against the privatisation
of a Sydney prison have called for Premier NATHAN REES' scalp.

The disgruntled officers have also called for the sacking of Corrective Services Commissioner
RON WOODHAM.

Prisons across NSW have been in lockdown today and court cases disrupted after more
than three and a half thousand prison officers walked off the job as part of their ongoing
industrial action against privatising Parklea Prison.

Public Service Association general secretary JOHN CAHILL told the crowd privatisation
would cut staff numbers .. cut corners and compromise the health and safety of prison
workers and inmates.

Mr CAHILL's claimed Labor politicians privately disagree with the Parklea privatisation
plans but the government's too worried about maintaining the state's Triple A credit rating
to abandon the plan.

SA: RAA says motorists to be worse off with FuelWatch

Many motorists will be worse off if the federal government introduces its FuelWatch
scheme according to South Australia's Royal Automobile Association.

The RAA today joined with other motoring clubs around the country in opposing FuelWatch
.. which would lock in petrol prices around the country for 24 hours.

MATTHEW HANTON says the RAA's central concern is locking prices in for a 24-hour period
.. which will ban intra-day price cuts .. and result in motorists ultimately paying more
at the pump.

Mr HANTON says now is the time to consider a better option of expanding the availability
of real-time pricing information .. rather than locking in prices for 24 hours.

He says the RAA knows its members are already highly price sensitive with more than
72 per cent buying fuel when it's at its cheapest and aware of the weekly price cycles.

CANBERRA, April 19 AAP - Australia will be a republic within two years if delegates
to the 2020 summit in Canberra have their way.

Summiteers in the governance stream voted three to one to endorse the ambitious target,
proposed by federal Home Affairs Minister Bob Debus this afternoon.

Delegates originally agreed to a 12-year target.

But when Mr Debus challenged delegates to commit to a shorter time frame, he was cheered
and clapped.

"I want us to say that we will proceed to a republic by 2010," Mr Debus told the 100
delegates in his group.

Asked for a show of hands, the summiteers overwhelmingly voted for the suggestion.

Stream co-chair Maxine McKew had earlier called on them to show more passion after
the original recommendations - which included a constitutional convention to revamp commonwealth-state
relations, consideration of a bill of rights, and releasing cabinet documents after 10
years, not 30 - met with a lukewarm reaction.

"I was looking out at all your faces ... I didn't see a smile, I didn't hear a whoop,"

Ms McKew, the parliamentary secretary to Prime Minister Kevin Rudd, told the delegates.

Queensland Premier ANNA BLIGH has described former Lord Mayor CLEM JONES as the father
of modern Brisbane.

Ms BLIGH says Dr JONES'S life-long civic contribution and love of the city of Brisbane
was unsurpassed.

She says he'll long be remembered for his vision and commitment to transforming Brisbane
from a conservative country town to a vibrant and cosmopolitan city.

Dr JONES died of pneumonia today at the age of 89.

He was Brisbane's longest serving lord mayor .. serving from 1961 to 1975.

A state funeral will be held on Friday at city hall.

Ms BLIGH says her thoughts and prayers go out to CLEM'S friends and family.

SYDNEY, Aug 3 AAP - NSW Police say there's insufficient evidence to support criminal
proceedings over the exit from the premier's office of a staffer who raised concerns about
domestic violence claims against a Labor MP.

A thorough investigation into allegations raised by Opposition Leader Barry O'Farrell
regarding Mark Aarons' departure from Premier Morris Iemma's office was now complete,
the police said today.

Mr O'Farrell wrote to Police Commissioner Ken Moroney in May requesting an investigation
into a possible breach of the Protected Disclosures Act by Mr Iemma in relation to Mr
Aarons' departure.

The Protected Disclosures Act is designed to protect whistleblowers.

Mr Aarons left the premier's office after raising the alarm about domestic violence
claims involving Labor MP Paul Gibson and his ex-girlfriend, former MP Sandra Nori.

The information prompted Mr Iemma to withdraw a frontbench offer to Mr Gibson, but
no charges were ever laid in relation to the claims.

Detectives from Taskforce Bransdon interviewed, among others, Mr Iemma, his chief of
staff Mike Kaiser, and the deputy director general of the Department of Premier and Cabinet,
Alex Smith.

Evidence was provided that Mr Aarons' termination was due to a restructure within the
premier's office that was planned before the 2007 election, police said.

Mr Aarons also told detectives he did not believe his position was changed because
of his disclosures.

"Police briefed the Independent Commission Against Corruption who declined to investigate
the matter," the police statement said.

"Taskforce investigators are satisfied there was no breach of the Protected Disclosures
Act and there is insufficient evidence to commence criminal proceedings."

NSW: Woman charged over kidnapping claim

SYDNEY, Feb 10 AAP - A woman has been charged with faking her own kidnapping near Wollongong.

A 27-year-old Farmborough Heights woman allegedly rang a family member on Thursday,
claiming she had been abducted and her kidnapper was demanding money for her release.

Police said they later received reports the woman was seen in the area the same day.

Yesterday, the woman attended a local police station regarding another matter and was arrested.

She was charged with causing a person by violence or threats to execute deeds, obtain
benefit by deception and make false representation resulting in a police investigation.

The woman was refused bail and is due to appear in Wollongong Local Court today.

NSW Premier MORRIS IEMMA has ruled out changing the state's abortion laws in response
to the conviction of a Sydney abortion doctor.

Dr SUMAN SOOD has been convicted of unlawfully giving abortion drugs to a young woman
in 2002 .. but has been acquitted of the manslaughter of the woman's premature baby.

Medical groups have called for the state's abortion laws to be clarified to prevent
doctors from being convicted.

But Mr IEMMA says current laws permit safe and legal abortions .. and provide appropriate
protection.

Tas: Give prisoners a voice, advocate says

HOBART, April 18 AAP - Inmates at Hobart's Risdon Prison need to be given a voice to
prevent future sieges, a prison advocate says.

As the maximum-security prison began returning to normal following Sunday's siege,
prison advocate Caroline Dean said the incident had been brewing for a long time.

"The siege was a desperate act by desperate people," she told ABC Radio.

"If you treat them badly, if you have this constant punitive, bullying culture, then
they will react like that."

The 20-hour standoff began on Sunday morning when 26 inmates overpowered a female prison
officer, stole her keys and locked themselves in an office.

A chemical agent was used to quell the siege at 5.30am (AEST) yesterday.

The siege is the second incident at Risdon Prison in 12 months.

Last May, prisoners held authorities at bay for 41 hours after taking a guard hostage
and threatening to cut off his fingers.

Issues raised during last year's siege included the quality of food, access to exercise,
education and health facilities, the officers' attitude to inmates and the lack of rehabilitation
programs.

Ms Dean said the latest siege was sparked by the same issues and management needed
to listen to inmates' concerns.

"The issues that they're talking about now in this particular incident have not changed
... over the last few years," she said.

A new replacement prison is due to be opened this year, but Ms Dean said the problems
would remain until management changed its attitude towards inmates.

"The attitudes of bullying and the attitudes of seeing prisoners as less than human
is still not going to change (in a new prison)," she said.

"If we have an over 50 per cent recidivism rate in Tasmania then surely something is
not working."

IT solutions are not keeping pace with the trend for globalisation, according to KPMG Management Consulting. Speaking at a conference on Corporate Strategies for Globalisation organised by the Strategic Planning Society in London*, Graham Oates, partner with KPMG Management Consulting, claimed that many IT solutions are still geared around predominantly national-based structures, while their users are, increasingly, becoming truly global organisations.

"Many IT companies claim to offer 'global solutions'. But organisations frequently fail to consider properly the real meaning of 'globalisation'. Too often, 'global' is confused with 'multi- national' - having operations worldwide. In actual fact, a truly global vision must encompass not only worldwide representation, but also global branding, consistency of customer experience, worldwide knowledge management and fully integrated processes and systems. In order to achieve this, companies require IT solutions that are integrated and unified - responsive to local needs, but providing support to companies in developing and implementing global strategies."

However, Graham Oates warned, providing IT solutions for global organisations is by no means a simple operation. "First, IT companies themselves need to be globalised in their own structure and approach in order to understand and serve the needs of global clients. Second, they must concentrate on developing and offering strategic solutions designed to support global companies. These comprise a range of components relating to basic back-office applications, such as finance, HR and so on. But they must be integrated with value-added applications covering supply chain, customer management, electronic commerce, knowledge management and industry-specific needs. The challenge for IT solutions providers is to offer consistency of service, across all these different applications and across a large number of national operations."

Facing these difficulties, it is not surprising, Graham Oates commented, that globalisation of IT is not an easy matter. "When IT solution providers consider offering these systems, they may find it is not such a small world after all," he said. "For example, ERP (Enterprise Resource Planning) suppliers currently struggle to provide global solutions and support. This is not surprising, since they have to reconcile different languages and scripts, accounting and other business procedures, legislative and regulatory regimes and macro economic and political pressures. Then there is the issue of actually implementing the technical infrastructure and providing operational support. Suppliers are rushing to establish partnerships with each other as a way of solving this dilemma.

Partnerships with each other, or with other organisations, offer IT suppliers one way of developing global solutions. However, it seems that new technologies might also offer a key. "The Internet is already a vital aspect of many companies' approach to globalisation and it will rapidly increase in importance," Graham Oates said. "As a sales and distribution channel, as well as a source of information and knowledge transfer, the Internet is valuable because it is a ready made global network. However, it also offers more radical possibilities.

"For example, the future is likely to see the creation of 'virtual' global enterprises, using advanced telecommunications, knowledge management, and Internet technology. In the 'virtual' global organisation, location is unimportant. The hub of the company's activities could be based in London, San Francisco or Singapore, but the, organisation would operate worldwide because, crucially, local operators would have instant access to the same systems as head office."

Whatever the structure adopted for the organisation, Graham Oates concluded, globalisation is more a state of mind than a physical reality. "Companies can have offices in every company in the world and be able to supply the same, or similar, products to clients anywhere and still not be global," he said. "Globalisation is not merely a matter of reach - it is a matter of viewing the worldwide market as a whole, divided by customer segment, not by country, and having a unified structure, outlook and approach everywhere, The future will see only those IT solutions that recognise and support that attitude succeeding."

NTT Com to Expand Unified Communications Services for Arcstar Global IP-VPN.

Praxair to Supply Major Chinese Chemical Complex.

DANBURY, Conn. -- Praxair (China) Investment Company, in a joint venture with Chongqing Chemical and Pharmaceutical Holding Group Company (CCPHC), will supply oxygen, nitrogen and clean dry air to a major integrated chemical production complex in Chongqing (Changshou) Chemical Industrial Park. The park is a new inland economic zone in the industrial capital of western China. The parties signed the joint venture contract and pipeline supply contracts on April 11, 2011.

As part of a 60-40 joint venture, Praxair will build and operate two air separation units with total capacity of 5,000 tons per day of gaseous oxygen. The facility will supply by pipeline a world-scale integrated chemical production complex anchored by a BASF methylene diphenyl diisocyanate (MDI) production plant. MDI is widely used in the manufacture of polyurethane for plastics and insulation for refrigeration and buildings.

Praxair's new facility also will supply liquid oxygen, nitrogen and argon to the rapidly growing merchant market in the region. Start-up is scheduled for the first half of 2014.

Flirting with disaster?(TECH LEADERSHIP)

Recent events have shown us the destructive and random forces that can affect school systems. With districts' growing reliance on technology in the instructional and administrative arenas, superintendents should develop new plans or review existing ones for disaster recovery relating to technology and data. A well-conceived and communicated recovery plan can minimize lost instructional time while contributing to stability and faster recovery of technology use after a disaster. For a school system, an effective disaster recovery process involves thoughtful planning, good communication and practice.

A disaster recovery plan for technology can be thought of as a thorough discussion of the actions that should be taken at all phases of a disaster: before, during and after. Regardless of a school district's size or reliance on technology, the first step in planning is awareness of potential disasters and how they might affect your district.

In North Carolina, hurricanes have created serious havoc for technology and data systems in some of our schools. Flood waters from Hurricane Floyd in 1999 placed several schools under water. Not only did paper records stored in metal files suffer damage, but electronic records in our state student information system were lost. In other instances, power surges and lightning from intense thunderstorms have damaged technology. While less devastating than a school under water, the interruption of Internet connectivity and server-based applications can affect daily instruction, administrative activities and districtwide communication.

It is much easier to develop possible solutions and delineate preventive measures once you have brainstormed what the likely threats are to your school system's functioning. The involvement of your district's technology leadership at this stage of the process can add depth to your planning.

One function of a well-designed plan is that in the event of a disaster, the plan will serve to reduce the snap decisions needed in the area of technology and data recovery. But simply having a plan for potential disasters is not enough.

Communication about the plan should take place well before the onset of an emergency. Do all key staff members know the district has a disaster recovery plan for technology and their roles? Reviewing the plan should be ongoing. Communication should not just be the role of the district's technical staff. While we preach the need for smart computing all the time, the superintendent's discussion of the plan and its significance provides importance.

Deciding what the plan should cover will be driven by the degree of technology integration in your district's operations, yet common components exist.

Maintaining or restoring power is a fundamental concern. With the increased implementation of Voice over Internet protocol, or VoIP, as the main communication avenue for school systems, assuring power for the equipment will be a primary concern.

Communicating during all stages of a disaster, of course, is essential. Most school districts maintain some analog lines even though they may use Vole The use of cellular communications as well as radio systems may be important alternative methods.

In the prelude to a potential disaster, communication with all constituents can be provided quickly by using an emergency notification system that will call all available phone numbers for parents, staff and community contacts. Our school district has implemented this type of notification service. It calls and sends electronic notices to all students, staff and school board members in minutes.

Securing or restoring your data is also a main component of a disaster recovery plan for technology. Electronic databases for finance, instruction and accountability are vital records that should be protected. Many districts now are imaging important documents and storing them off-site with companies that provide redundant systems.

Practice, Practice, Practice

Having a recovery plan for technology and ensuring its success takes some practice. You would not expect 100 percent success in most endeavors without lots of practice or sheer luck so why would you leave your district's recovery plan for technology to chance? To ensure the reliability of your processes and equipment, implement test scenarios of your plan. Getting feedback from your staff regarding the outcomes of the practice event can help you refine your responses and minimize the time it takes to restore order in the event of a real disaster. As your district changes and its technology and data systems change with it, these practice sessions will become even more important.

While no one plan can cover the potential pitfalls for technology and data in a disaster, a solid and well-communicated plan can increase the likelihood of a quick recovery. As school districts become more dependent on the use of technology and data systems, the need for a fast and reliable response to potential disasters in our districts will only grow in importance.

JAPAN'S S'TOMO MITSUI TO UPGRADE NET BANKING FOR IMPORTERS.

TOKYO, Jan 13 Asia Pulse - Sumitomo Mitsui Banking Corp. plans to expand its Internet banking services for corporate customers by making it easier for them to settle payments for imports.

The core unit of Sumitomo Mitsui Financial Group Inc. (TSE:8316) will add such services as notifying companies by e-mail when payment documents for imports have arrived from overseas firms and executing such payments on their behalf.

Utah Governor Salutes Six State Firms' Creativity at Awards Ceremony.

May 21--Six Utah companies and their high-tech creations on Thursday won the Stoel Rives LLP Utah Innovation Awards, and Gov. Olene Walker praised them as the newest members of an elite society.

Citing a Utah technical legacy that includes invention of television, the artificial heart, CD-ROM technology and digital word processing, Walker hailed the winners for upholding a state tradition of "new discoveries and new ideas.

"Utah innovation has enabled the rise of many high-tech companies," she said in opening the awards presentation luncheon. "We are the entrepreneurs of the country."

MPs condemn 'rip-off ' credit rates on cards.

SKY-HIGH interest rates and hidden charges on credit and store cards have come under attack by MPs and consumer groups.

Retailers are charging up to 31.9 per cent on store cards while major banks demand more than 15 per cent on the most popular credit cards.

The rates are condemned by MPs on a committee investigating personal finance scams as 'outrageous rip-offs'.

Consumer groups have joined forces to accuse banks and retailers of fuelling a national debt crisis.

They point out that interest rates on credit and store cards are at least four times higher than the Bank of England base rate of 3.75 per cent - which is at a 40-year low.

Electrical store Comet charges 31.9 per cent for its store card, while clothes retailers such as Laura Ashley and Monsoon charge 30.7 per cent, according to evidence supplied to the committee.

The Bhs chain, run by retail billionaire Philip Green, charges 28 per cent.

Labour MP George Mudie said: 'These are outrageously ripping off consumers.

How can they justify these interest rates?' Labour MP Angela Eagle said the annual percentage rates on store and credit cards were misleading to consumers.

and Canada. Figures this week revealed that a record [pounds sterling]11billion was spent on credit cards in May, while the amount owed on them rose by [pounds sterling] 823million to almost [pounds sterling]50billion.

A recent survey by Citizens Advice found that credit cards are now the main cause of consumer debt.

The Consumers' Association told the committee the five biggest banks - Lloyds TSB, Barclays, HSBC, RBS-Natwest and HBOS - charge much higher rates for credit cards than smaller competitors.

'Our data collected over the last 11 years shows that average credit-card rates among the big five issuers were consistently three to four times the Bank of England base rate,' the watchdog said.

The big banks were charging rates of 16 to 18 per cent earlier this year - much higher than the 8 to 9 per cent charged by Internet rivals such as Cahoot and Intelligent Finance.

Despite this, the big five still account for 63 per cent of the 59million cards in circulation.

The National Consumer Council is calling on MPs to back a new watchdog or extra powers for the Office of Fair Trading to regulate fees on credit and debit cards.

Chancellor Gordon Brown announced in August 2001 that he would give the OFT new powers but he has done nothing about it since.

The NCC's policy research chief, Frances Harrison, said banks and retailers are offering credit cards to people regardless of whether they want or need them.

Too often, advertising boasts low or nil interest rates for new customers without spelling out the long-term rate, she added.

The NCC is concerned that hidden charges in the small print can soon send debt spiralling out of control.

These include penalty fees of [pounds sterling]20 for going over credit limits and charges of 2 to 3 per cent of the value of cash advances and 2.75 per cent for overseas purchases.

Indomina Releasing Inks Distribution Deal With Vivendi Entertainment.

Indomina Releasing, the North American distribution division of The Indomina Group, announced that it has entered into an exclusive multi-year distribution deal with Vivendi Entertainment that will span home video, digital, internet, television, VOD and mobile platforms. The announcement, made today by Indomina Group Co-Chairman and CEO Jasbinder Singh Mann and Vivendi Entertainment President Tom O'Malley, covers U.S. and Canadian distribution of all Indomina Releasing titles through 2014.

Films already slated for release through Vivendi include Yuen Woo Ping's True Legend starring Vincent Zhao, Zhou Xun, Michelle Yeoh and the late David Carradine; Griff the Invisible starring Ryan Kwanten; Hark Tsui's Detective Dee and the Mystery of the Phantom Flame with Andy Lau and Carina Lau; and Bodyguards and Assassins with Donnie Yen and Leon Lai. The first DVD titles will be available to consumers beginning in July 2011.

Indomina Releasing's debut theatrical release is the martial arts feature True Legend, which will open in select North American markets this May.

The combination of high power and low noise output has not been possible with conventional tunable laser designs.
